Okay, let me start by saying, this time it wasn't me! :D
I got a used, beat up road bike from a pawn shop, and the seat post was most likely hammered, it's soaked for 24 hours with penetrating oil and I've taken a monkey wrench and tried to twist with no movement.

Got any better solutions?

hacksaw the seatpost at the top of the seat-stay, and simply use a smaller post in what's left...assuming there's enough diameter for a smaller seatpost.

My fear with that is that the seat tube is already pried open to the max, so i wouldn't be able to put the bolt in there to hold that tube in, I'm not sure that makes sense but yeah.

And scott, i'm not sure honestly i'll do some research this afternoon and get back to you.

Cut the seat post off and use a drimmel to cut a slit in it from the inside and then pry it out.. I think I have some cutting bits and a drimmel you can borrow.

Hold a magnet to your frame. If it sticks to it its steel if not its aluminum.

Connect a 12v lantern battery to the head tube and the chainstay.. stick your tongue on the downtube, if you feel a tingle its steel, if you dont its aluminum..:tup:

I'll try the magnet trick, if you can't tell i like tasting my food :D
I would really like to try to save the seat post first, but if not it'll be cut down. and i'll put a slit in it to make it smaller, if that makes sense.
I've heard heating the tube, but i think i'm too much of a pussy. I'm gonna stick it on the table clamp as school and use the bike as leverage tomorrow.

Got it out!!
Took 3 guys an hour and a monkey wrench, my frame is steel after spinning the post so much it was hot to the touch. Now i get to begin the search for 13.8 mm seat post! I've read about shimming a Bmx post which i think is going to be my only reasonable option, which would explain why the thing was jammed in..
